Overview

Scaleway is the cloud arm of France's iliad Group. Its catalogue runs from tiny development VMs to bare metal servers, including Elastic Metal, Dedibox and Apple silicon machines, plus GPU instances from L4 up to H100 and newer. On top of that it offers managed Kubernetes (Kapsule, and Kosmos for multi-cloud nodes), serverless functions and containers, managed PostgreSQL, MySQL and Redis, and S3-compatible object, block and file storage. Networking covers VPC, load balancers, public gateways and VPN. Every data center is in the European Union, in France, the Netherlands and Poland, which is the main reason European companies choose it for GDPR-sensitive or HDS (health data) workloads. Pricing is pay-as-you-go and mostly billed by the hour. Entry-level instances cost a few euros a month, and Instance list prices include egress. The shared Kapsule control plane is free, and a dedicated control plane is a paid upgrade. Serverless Functions have a monthly free allowance. Paid support is sold as separate plans on top of the free Basic tier. Automation is a strong point: everything can be managed through the API, CLI and Terraform provider, and S3 compatibility makes migration easier. The main limitations are a footprint confined to Europe, with no regions in the Americas or Asia, and a run of Trustpilot complaints about unexpected billing, account verification lockouts and slow support. Development-class instances also come with weak or no availability commitments.

Who Scaleway is best for

Good fit

  • API, CLI, Terraform, cheap dev instances and serverless are aimed squarely at developers.

  • Low entry prices and startup credit programs suit early-stage companies building in Europe.

  • Managed Kubernetes, databases and EU data residency suit European SaaS, though there is no global footprint.

Less suited

  • HDS certification supports French health data hosting.

  • Sovereignty is appealing, but the service catalogue is narrower than the hyperscalers' and SecNumCloud qualification is not yet granted.

Pros & Cons

Pros

  • All data centers are in the EU, which helps with GDPR and data sovereignty requirements
  • Low entry prices with hourly billing, and Instance list prices include egress
  • The shared Kubernetes control plane is free
  • A full API, CLI and Terraform provider allow infrastructure-as-code workflows
  • A wide compute range covering bare metal, Apple silicon and current GPUs

Cons

  • No regions outside Europe
  • Trustpilot reviews frequently cite unexpected billing and account verification lockouts
  • Support is slow on the free tier, and stronger support costs extra
  • Block storage and public IPv4 are billed separately, which pushes costs above headline instance prices
  • Development instances carry little or no availability SLO
